If you’re planning a trip to the Adriatic coast in Montenegro, then choosing the best area to stay can really shape your experience.

The most popular places to stay in this country tend to be either Kotor or Budva, so I thought I’d write this article to help you choose which to go for.

Kotor is one of the most famous places to stay in Montenegro – a highlight of many cruise itineraries in the Adriatic Sea.

However, the coastal city of Budva (just a 40 minute drive from Kotor) may also appear high on your list when looking where to base yourself in Montenegro.

Both cities have different vibes, but which is the best spot for your stay?

This guide will compare both destinations in detail, so from the beaches to the location, accommodation to the cost and even the historical sites, I’m here to help you make the perfect choice…

The beautiful town of Kotor is located in the Bay of Kotor and is the most famous destination in Montenegro.

Staying in Kotor, you’ll be in the centre of the action!

The bay is home to the southernmost fjords in Europe, surrounded by beautiful villages, and has calm water – perfect for swimming and boat trips to stunning places like Our Lady of the Rocks.

Kotor Old Town is the most famous part of Kotor, a fortified ancient city and UNESCO World Heritage site with 4km of castle walls that people come to visit from around the world.

There’s a maze of cobblestone streets, beautiful places like the Cathedral of Saint Tryphon and the city is filled with great places to eat, drink and shop.

You can also go on hikes from Kotor, including the hike up the mountainside to the fortress of San Giovanni, as well as explore several museums and art galleries dedicated to the history of this fascinating region.

Staying in Kotor in the evening, and avoiding the tourist crowds that appear mostly during the day, can be magical.

 

Basing Yourself in Budva

Budva is famous for its nightlife, beaches, busy promenade and history.

In the Old Town, you can find places like the Venetian Fortress and Citadel, quiet squares and lovely cafes.

Budva is very popular during the summer as it’s located on the Budva Riviera, which has plenty of sandy beaches (a rarity on the Adriatic Coast) and small coves.

The Old Town is also enclosed within medieval walls, but outside the walls, there’s a more modern side, where you can enjoy the nightlife with plenty of bars and clubs and a delightful marina.

Budva also has plenty of museums and galleries to visit.

There are plenty of newer buildings and new hotels being built all the time – where Kotor has stayed more old school, like because it’s more heavily protected.

 

How to Get from Kotor to Budva?

 Getting from Kotor to Budva is easy whether you stay in Kotor or Budva.

 

Bus from Kotor to Budva

The bus is one of the best ways to travel between Kotor and Budva and vice versa.

During peak season, buses run every 30 minutes to 1 hour (less during off-season) and take 30-45 minutes, depending on traffic and whether the bus also stops in Tivat.

You can buy your bus ticket at the bus station.

Tickets cost €3.50 each way.

 

Taxis from Kotor to Budva

There are plenty of taxis available to travel between the two destinations.

Expect to pay €17-€21 each way.

Depending on the traffic, the drive should take around 38 minutes.

 

Renting a Car

If you plan to explore Kotor, Budva and other destinations in Montenegro during your trip, renting a car is a good option – especially if you plan to do hikes with remote starting locations.

However, you should be aware that in high season, parking can be an issue in Kotor and Budva, and no parking is allowed in either old town.

Traffic can also be a nightmare along the skinny roads of the overall Kotor Bay area.

Location

Montenegro, Budva, Old Town

 

Location of Kotor – 10/10

Located in the Bay of Kotor, the old town of Kotor has one of the most scenic locations in Europe!

It features dramatic mountain scenery, towering over 1000m above sea level, and beautiful views of the bay.

You’ll also be in an excellent starting location for day trips to famous spots like Perast, Tivat and Lovćen National Park.

Kotor’s location at the southeastern end of the Bay of Kotor allows easy access to the Adriatic Sea, making it perfect for boat tours that explore the secluded beaches and hidden caves along the coastline and visiting famous places like the Blue Cave and Our Lady of the Rocks.

 

Location of Budva – 9/10

Budva has a lovely location on the Montenegrin coast with a backdrop of mountains, an urban atmosphere and easy access to some of the best beaches in Montenegro.

When staying in Budva, you’ll be within easy access to Sveti Stefan island.

You’ll also be able to explore the Budva Riviera, famous for its long stretches of sandy beach.

Budva is near Tivat for day trips and has easy access to Kotor and the Bay of Kotor.

Access

Kotor and Budva have excellent locations and easy access to major transport routes.

Both destinations have well-connected bus stations, and buses are also very affordable.

Kotor is nearer Tivat Airport, but there are some major downfalls due to heavy tourist traffic and backed-up roads…

 

Access to Kotor – 7/10

If you plan to explore Montenegro from a base in either Budva or Kotor, Kotor is the best place to base yourself.

Kotor is the most accessible destination, with the easiest access to Tivat Airport.

A taxi to Kotor takes just 22 minutes, while a taxi will cost around €20.

One of the main downfalls of staying in Kotor is the town’s heavy traffic on small roads.

It can take ages to get anywhere, and it’s awful on days when cruise ships dock!

Cruise ship passengers arrive in huge numbers starting in the shoulder season, and you’ll be lucky to find a day in Kotor when there isn’t a cruise ship docked.

That said, Kotor will take your breath away with each visit!

If you’ve hired a car, leave Kotor early in the morning at busy times of the year so the cars are not backed up.

Regular long-distance bus services also cover the Adriatic coast and beyond.

The bus from Dubrovnik takes just 2 hours (although it often takes longer).

There are also regular services to destinations like Split, Zagreb and Mostar.

 

Access to Budva – 8/10

If you’re visiting Montenegro for the beach, the nightlife and maybe a day trip to Kotor, Budva is the perfect place to stay.

Budva is also a great choice if you’re looking for more budget-friendly accommodation.

Tivat Airport is not as close to Budva as Kotor – it’s a 44-minute drive, and a taxi will cost around €25.

There’s also the option of taking the bus from Tivat Airport to Budva, which costs €4 and takes 55 minutes.

Budva bus station has plenty of services to nearby destinations for day trips and long-distance buses to places like Montenegro’s capital Podgorica (make sure you read all the fantastic things to do in Podgorica), Sarajevo, Dubrovnik, Zagreb, Mostar and Split.

The time the buses take is similar to when you depart from Kotor.

Vibe

The vibe of a place is everything, hence why I had to include this as a category!

 

Kotor Vibe 9/10

Kotor has a magical vibe thanks to its beautiful old town and stunning views of Kotor Bay, especially on days free from the cruise ship crowds (on cruise days, it can be hectic).

Walking around the old town, you will see ubiquitous amounts of cats, uncover small cafes and find lovely, boutique shops.

The vibe is also very romantic (especially on days free from cruises).

Kotor is also popular with backpackers, history lovers and hikers.

Although there are some small beaches in Kotor, but there’s definitely less of a beach vibe than in Budva.

 

Budva Vibe 7/10

Budva has a more lively atmosphere with beaches and a buzzing nightlife.

Enjoy walking along the promenade, the marina and taking in the calming daytime vibe.

Budva also has a more local and family vibe.

Enjoy visiting the beaches, finding local parks and seeing the huge yachts on the marina.

You can see locals getting on with their lives with less mass tourism.

Nightlife in Kotor – 8/10

Kotor has a different kind of nightlife.

In the ancient city, you can enjoy live music and fine dining.

There is a nice bar and cafe and a variety of good restaurants.

It still has a lively vibe in the evening, with several bars and clubs open until the early hours, but it mostly embodies a more traditional evening vibe.

 

Nightlife in Budva – 9/10

Budva was once famous for its budget lively nightlife scene, but it has recently revamped its image and now has many upscale bars and clubs.

Top bars and clubs include Top Hill Nightclub, Lar Roca, Hide Day and Night Club, and Night Club VICE.

Accommodation

Hyatt Regency, Kotor Bay, Villa Bedroom

The accommodation in both locations is excellent but very different…

 

Accommodation in Kotor – 10/10

Accommodation in Kotor is more expensive, but has a more luxurious vibe, with everything from small guesthouses in the perfect location in the Old Town to high-end resorts just outside.

If you plan a stay in the Kotor area, I highly recommend the Hyatt Regency Kotor Bay Resort.

It has stunning views of Kotor Bay, first-class service and beautiful rooms – the bayside bungalow villas are sensational.

Make sure you book your accommodation in Kotor in advance – it can get costly and very busy during peak tourist seasons.

 

Accommodation in Budva – 8/10

Budva offers more budget-friendly accommodation if you’re looking for more reasonable prices, although there are also some high-end resorts.

There are fewer building restrictions, but more hotels are being built all the time and parts of the bay are lined with high-rise hotels.

Accommodation options generally range from budget-friendly hostels to mid-range hotels, which are generally more affordable than Kotor’s, especially outside the summer months.

History

The History and Old Town in Kotor – 10/10

The Old Town of Kotor is famous for its history – which is why so many people visit.

Check out this list I wrote about the best things to see in Kotor for some idea.

The history of this settlement dates back to the Roman Times, with Medieval Walls, Renaissance Churches and Baroque Palaces – even down to the port’s history as a strategic base.

You can visit museums and learn about the history and well-preserved buildings.

The well-preserved Old Town of Kotor is one of the most beautiful Old Towns in the world – and it’s UNESCO accredited.

A bucket list must!

 

The History and Old Town of Budva – 7/10

Budva, although often overlooked, also has a long history.

As with Kotor, ancient city walls also surround the Old Town.

The town is square compared to the more circular Kotor Old Town.

It’s one of the oldest old towns in the Adriatic and dates back 2500 years.

It’s not as impressive as Kotor, which is why it’s not as famous, but the walls can be equally exciting to explore.

Old Town Budva is smaller, but you can still view medieval city walls and towers and learn about the history in the excellent museum within the Old Town.

Hikes

The whole coastal area of Montenegro is ideal for hiking, thanks to the mountains that jut up dramatically from the bay, but walks in Kotor and Budva are very different.

In Kotor, the hikes are famous and notoriously steeper, covering historical sights and ruins.

In Budva, the hikes are beach-orientated and flatter.

 

Hiking in Kotor – 10/10

If you love hiking, Kotor is the place to be!

There’s something for everyone, with both simple and challenging hikes, including the area’s most famous trail – the Ladder of Kotor.

There are also plenty of hikes near Kotor within easy reach for a day trip, such as within the Lovćen National Park and the Lake Skadar area.

You’ll encounter stunning views of the Bay of Kotor from most of them.

 

Hiking in Budva – 8/10

If you stay in Budva, remember it’s just a 38 minute drive from Kotor to do the famous hikes.

There are also some often overlooked but stunning hikes in Budva.

Hikes in Budva are less challenging and less steep than Kotor’s.

There are multiple trails and unofficial walks along the coast to the beaches of Budva.

The most popular trail nearby is the Seven Bay Trail, which is 9km (walking or cycling) and runs from Stari Grad to Sveti Stefan Island past some of the most beautiful beaches in Budva.

Beaches of Kotor vs. the Beaches of Budva

If you’re planning a beach holiday, you should definitely choose Budva unless you pick a resort next to a beautiful beach in Kotor.

Remember, if the beach is your main reason for visiting Montenegro, you can always do a day trip to Kotor to see the Old Town…

 

Beaches in Budva – 9/10

The Budva coastline is famous for its beaches, which stretch over 12km of the nearby coast.

There are over 30 pebbly and sandy beaches to choose from.

Many beaches on the Adriatic coast are stony, which is a rarity!

The beaches are beautiful, with a backdrop of tall cliffs and crystal-clear water.

 

Here are some of the main beaches on the Budva Riviera:

  • Slovenska Plaza is Budva’s main beach and the longest, too. Its promenade has plenty of cafes and shops.
  • Pizana Beach is near Budva Old Town. It is a mix of sand and pebbles, perfect for a short stop after exploring.
  • Mogren Beach is also a beautiful beach to visit. There’s a lovely statue of a ballet dancer on a rock, so make sure you don’t miss it.
  • Jaz Beach, 3km from the old town, which has a famous nightlife and hosts music festivals throughout the summer.
  • Zuplica Plaža is a less well-known beach in the area. With pebbles and clear waters, it’s the perfect spot for a quiet day at the beach.

 

Beaches in Kotor – 7/10

On the other hand, Kotor has beautiful coastal scenery and plenty of boat trip options – but fewer beaches.

You can still visit beautiful beaches in Kotor and nearby, but the beaches in Budva are more stunning.

Kotor Beach is a small beach near Kotor Old Town.

A simple, pebbly beach backed by dramatic cliffs and beautiful views of Kotor Bay, it’s a great place to spend a few hours exploring the area.

The water is shallow in Kotor Bay, ideal for children, a paddle, or after a day of exploring.

Food and Eating Out

Kotor and Budva both have a huge variety of dining options.

The restaurants in Kotor are known for their seafood fishes, while you can enjoy waterfront dining in Budva…

 

Food and Eating Out in Kotor – 9/10

Kotor has some fantastic places to eat, especially in the Old Town, where you’ll find them hidden away in alleys.

Try Montenegrin wines paired with seafood or traditional smoked meats and cheeses.

The Old Town also has more budget-friendly options, from pizzerias to sandwich shops.

Galion is a well-loved restaurant right on the water’s edge in Kotor with a delicious menu.

 

Food and Eating Out in Budva – 9/10

Cuisine in Budva focuses more on Mediterranean flavours, and there are plenty of beachfront bars and restaurants.

There are also plenty of relaxed dining options on the promenade and a few (less than in Kotor) upscale dining options in the old town.

Dining is generally cheaper in Budva; however, if you plan to drink at a bar, this can be much more expensive.

Make sure you visit Restaurant Porto, which offers an impressive set menu with meat, fish, and vegetarian options.

There are more supermarkets in Budva, and they are often cheaper – perfect if you’re travelling with kids or have an apartment with cooking facilities.

The cost of things in Budva Vs Kotor is very similar, but things are slightly cheaper in Budva…

 

Costs in Kotor – 7/10

Kotor, due to being the most famous destination along the Montenegro coast, is also more expensive.

Restaurants can get booked quickly and accommodation can be booked out way in advance.

If you plan to go on tours and boat trips, these can be more expensive in Kotor.

 

Costs in Budva – 8/10

Budva offers the most budget-friendly accommodation and has a more local vibe.

Day tours and dining are also more affordable in Budva.

If I could only visit Budva or Kotor, I would be in favour of Kotor.

I scored each of the 10 factors, from vibe to hikes and beaches to history, out of 10.

Overall, Kotor scored 85/100, and Budva scored 78/100 – so very close!

As you can see, both destinations are fantastic, but by staying in Kotor, you’ll be in the centre of the action and near one of the most famous Old Towns in Europe.

Budva or Kotor: Which is Better?

Overall, I recommend Kotor as the best place to base yourself in Montenegro.

If you want to be in the centre of the action with plenty of history, a romantic vibe and dramatic mountain backdrops, your go-to should be Kotor.

Also, if you want to enjoy scenic hikes – head to Kotor!

However, the decision comes down to your individual preferences.

If nightlife or beautiful sandy beaches are more your scene, Budva will not disappoint.

You’ll experience more of a local vibe and fewer tourists here too.

If affordable accommodation is what you’re looking for, Budva has that, too.

And remember, you’re only a 30-45 minute journey from Kotor, meaning heading there for day trips and scenic beach hikes is still easy.

One thing is sure: you’ll have a fantastic trip to Montenegro, no matter whether you decide to base yourself in Kotor or Budva.

Essentially, you can’t go wrong with either choice!

When to Visit Kotor?

I think the best time to visit Kotor is during the months of May, September and October – less crowds and better prices!

 

How to Travel There?

International airports can be found in Kotor’s closest hub Tivat, Montenegro’s capital Podgorica, or just outside the country in nearby Dubrovnik or Tirana in Albania.

All these airports boast budget airline arrivals from destinations around Europe – check out Skyscanner to compare prices.

For those already travelling in the Balkan / Eastern European area, buses to Kotor and Budva can also be easily found using Busbud.

This great website allows you too book online bus tickets from a range of companies in advance and choose the best option for you based on price, duration and comfort.

 

How Much Time Do You Need in Kotor or Budva?

I’d honestly advise staying at least 4-5 nights.

There’s a lot to see and do in and around these town!

I travelled Kotor as a solo female and felt very safe.

 

What to Pack for Kotor?
